that's right I removed some of the fuses and replaced the new ones but none of them were blown as far as I am awareOnce I changed the fuses the passenger window starting working but the car would not start

I suspect the code reader or scan tool that was used is not one that is fully compatible with your vehicle. This is most likely why it was blank as I have come across before and had to use a different fully compatible scan tool to read the computers and codes.
I recommend rechecking to make sure all fuses are installed properly just to make sure that is not causing this issue.
If the fuses are all o.k. and installed properly I suspect you caused codes to set in the computers when the fuses were replaced and the computer has disabled the engine from starting until the codes are cleared out with a compatible scan tool. A compatible scan tool will have to be plugged into your vehicle's data port that can read and clear the codes from all computers in your vehicle to resolve this problem. Then the computer will allow the engine to start and run again.

That is usually what I see myself is that a fuse is in the wrong location or isn't seated properly or that codes set in the computers that have to be cleared out with a scan tool before the vehicle will start and operate properly again.

Ok thank you as the car was second hand it did not come with a user manual or with the fuse box code paper so I had to research on the internet where to put the core fuses

I suspect this is the issue as I did put more fuses in the fuse box which did make a difference as the central locking starting working but the steering lock locked and immobilised the car

You may have installed fuses into slots that are not a feature on your model which in turn can cause shorts to occur and damage to electronics. It's hard to say from here for sure which fuses should be installed and which ones should not be installed as it varies depending on vehicle options.
I recommend having that looked into by a shop if you can so they can check the vehicle options and fuses to find any installed that need to be removed or you can try removing them one by one to see if the vehicle then starts and operates. If it does then I would leave the fuse out that allows it to start and run.
