Hello and welcome to JustAnswer,
My name is \*\*\*\*\* \*\*\*\*\* will be assisting you with your issue.
The code P0741 is related to the torque converter lock up solenoid. Awhile back Toyota issued a
technical service billeting for this particular code

What was the service bulletin #? And will that fix my problem?

TC008-04
This bulletin is now obsolete and not current anymore.

How much to fix this problem?

If I recall, the bulletin consists of replacing the transaxle and ECU. I would not know the exact cost to this. My suggestion for you to do is before assuming that it needs a transaxle is to have a certified technician run a few diagnostics on the transmission and have them review the freeze frame data that’s recorded in the ECU. That could give clues as to what’s going on with your transmission.

I believe I had that service bulletin taken care of 3 years ago by the dealership, could the ECM have gone out since?

Unlikely, but not impossible. You can have them double check the part number of your ECM to see if it matches the ECM part number that’s on the service bulletin. If it matches, then next step would be for them to review the data stored in the ECM. Have them run diagnostics on it and take it for a test drive most likely.
