The best way to determine if the thermostat is opening is to run the engine for 15 minutes to bring it to operating temperature. After that feel both the upper and lower radiator hoses. If they are both warm your thermostat is opening. If one is hot and the other is cool then the thermostat is stuck closed. When replacing the heater core a lot of air will get into the system, did he use a coolant filler that pulls vacuum and then fills or just add coolant to the radiator?

We don't need a phone call, the system automatically offers that.If he just added coolant to the radiator it can take some time to bleed out the air pockets. Several drives running the engine at high rpms, let vehicle cool off and top up coolant level until it stays at the proper full level.
