Ok, the cut is very close to the obd port, can I take the short piece out and put in spliced pieceAlso, I checked the fuse for the obd and it is still good but should it be out while I work on it?

Long as you don't short it to ground it will be fine. A short piece will be fine.

I can't properly tape off my connection to the short piece coming out of obd because it's too short, can I take it out and put new wire in?

Yes but that is tricky to remove the wire terminal, you haver to use a very small pick type of tool to pop it out and replace it or replace the data link connector itself.
