The first thing to check would be the coolant level since the coolant is used to heat the heater core. If it seems like the coolant is full the next thing to check would be coolant flow through the heater core. This can be a little tricky, since you end up spilling coolant and making a mess. Essentially you would want to see if you can flush coolant or water through the heater core without it getting restricted. This can be done with a garden hose and a bucket.
