Your 2006 HHR has an Engine Control Module (ECM) that controls the engine functions and a Transmission Control Module (TCM) that controls the functions of the Transmission.
P0700 is a generic code stored in the ECM that indicates there is a fault and diagnostic code(s) stored in the TCM.
To get an understanding of the problem with the HHR, a scanner capable of communicating with the TCM will be required.
While a scanner that can retrieve codes stored in the ECM is inexpensive, it requires a much more advanced scanner to retrieve codes stored in the Transmission Control Module.
Unfortunately, the cost of this type scanner puts it out of reach for most unless you are a shop specializing in GM repairs.

If you are able to obtain the code(s) in the TCM I can offer specific advice as to the nature of the problem, but without the codes the list of possibilities is to lengthy to even offer a guess.
