Hi. I'm Daniel and assisting you today on your inquiry. I'm sorry to hear about the issue you have with your Passat.
Unfortunately at this point the AdBlue counter reset needs to be done with a capable diagnostic scanner. There is unfortunately no other way to get the car started again. After this a exact diagnose needs to be done and checked What exact component on the emission system failed. I have seen faulty exhaust sensors or metering unit causing this.
Do you have access to a fully capable diagnostic scanner to continue?

I did have it scanned before and a code p2201 came on. Would this be the same issue

the code points to the NOx sensor in the exhaust system and could possibly cause our issue.
After the system reset is done and the car starting again, the sensor needs to be checked& replaced.
Let me know if I can provide anything else at this point.
