HI Put it up on jackstands with front wheel off the ground and have someone step on the brake pedal and hold it down. See if the right wheel will turn. If it does, then the right caliper is not extending and needs to be replaced. As to the pulsating, it can be from this, or from replacing pads but not turning the rotors or replacing the rotors, or from new rotors being warped out of the box
