98 Honda accord will not start cranks but will not start

My car has 197000 miles.
My car has a manual transmission.

The first thing to do is to check to see if you are getting spark to the spark plugs? If not the most common cause of the no spark is the crank sensor built into the distributor. I recommend checking the spark and replace the complete distributor and then reset the ignition timing.
