Try starting the vehicle with a second key if available. The keys have a chip inside them that the security system (EWS Module) needs to detect before it allows power to get to the starter. The EWS module acts as a starter relay. If it does not read the proper codes from the chip in the key, it will not send power to the starter. If another key is not available, you can take the existing key to a BMW dealer. They should be able to tell you if it is actually transmitting the codes. If it is not, you will need a replacement key. If it is, then the vehicle will need further diagnosis. It may possibly be a faulty EWS module.
