First you will need the VIN number from the vehicle. This is a 17 digit number located on top of the dash on the drivers side. After you write down the VIN, take that number to your local police dept. so they can research the vehicle and see if it is stolen. If not, they will try to locate the owner and possibly impound the car. At that point it would be up to you to contact the owner about purchasing the car.

Then usually the vehicle will go to a police auction where it will be sold to the public. Usually pretty cheap.

Well, this might be a different story then. If it is on your property, then possession is 9/10th of the law.
The problem with getting a title is having the original owner sign the paper work. Now I am not a lawyer, but have been through some of this. Look into registering it in Vermont and then having the Vermont info transfered over to your state.
