What it does is link up front and back brakes on motor cycles and scooters to reduce lock up of having to use both brake independently. With that said, the system only supplies so much support. If you hit gravel, a puddle, ice, or any other surfaces that may make you loose traction, the wheels may still lock up. This is why most CBS units are then teamed up with common ABS technology. This way the computer can compensate for any sliding that may occur. Due to this team work CBS systems are generally thought of as safe for these conditions, but extreme caution must still be taken in slippery situations.
