To fix something like this, the caliper (particularly the piston in the caliper bore) and sliding pins that connect to the brake torque plate should be carefully inspected. Those parts may be sticking. Also, the brake pads could be sticking in the torque plate if there is excessive corrosion. If the rotor has been overheated, it might need to be replaced because overheating can warp the rotor.
