Yes the dashboard fuses have been checked but not fuses.

I have not tried fixing it just kind off trying to see what could issue since we are not sure why tire wheels won’t rotate at all.

This would point toward [brakes](/topics-brake-ford/) being locked up. The master cylinder is the most likely cause of brakes locking up. Start by loosening bolts from master cylinder to brake booster to see if that helps if not then crack the brake bleeders open to see if that allows tires to move, if so I'd start by replacing master cylinder. Let me know how it goes or if you have more questions. Thanks.
I'd expect around a $500 repair to replace master cylinder at a shop.
