The old speed sensor would not go down to zero when parked or stopped.some times it would and other times it wouldn’t.

The instrument panel cluster (IPC) displays the vehicle speed based on the vehicle speed information from the [engine](/topics-engine-chevy/) control module (ECM). The ECM sends the vehicle speed information via the serial data circuit to the body control module (BCM). The BCM then sends the information via the serial data circuit to the IPC in order to display the vehicle speed and accumulated miles traveled. The two tests that you need to perform are the gauge sweep test using a factory scan tool and then use live data to compare what the ECM shows for vehicle speed when the speedometer gets stuck. If the gauges don't sweep then we have a bad IPC. If the speed in the ECM does not match the IPC then we have a bad cluster. If the IPC and speedometer match when the speedometer gets stuck then we most likely have an issue with the VSS. However, considering you have a new VSS I would believe we can rule that out and limit ourselves to the IPC (most likely) or the ECM or BCM (least likely). Testing the live data for vehicle speed when it is acting up will most likely point you towards replacing the IPC.
