It is in fact normal for the engine RPM to be higher on start-up and usually once the engine is running it will slowly come down. It will also drop even lower once the transmission is shifted into gear. If you do not have any warning lights coming on including the check engine light then this does not sound like you have a problem and the engine is working as designed.

I have a separate question so I took my car to get looked at They said I'm leaking power steering fluid because I was hearing some whiny noise but my wheel seems fine I turn perfectly fine and everything so how is that so

If in fact, the power steering fluid is leaking it will cause the pump to whine and it will still steer normally until at some points the fluid level gets to be too low. The fix for this is to locate and repair the power steering leak and refill the system.

If the pump is the source of the leak then yes, replacing the pump is the standard procedure to fix this type of leak. That being said, the source of the leak needs to be verified before replacing anything, it could also be a leaking hose and or the fitting to it.
