This P0174 code is for what we call a lean fuel mixture. The computer is adding fuel to try and make it correct which s why the engine is running fast.
The first thing to check is for any vacuum leaks, possibly a split hose or line that has come off, also have him check the large hose to the throttle body. If it's a hose it might be a fast and inexpensive repair.
Have him check these and let me know.

we are to see if any of the hoses are loose, cracked or off? He just had an oil change, would of they said something if there was?

Not if they didn't notice, but also, if the fast idle wasn't an issue before the oil change, take a very close look at the air filter box and the tube to the throttle body.
