I have a 2005 Ford Escape I bought it in November from a private party since then rear passenger side the shock is separated rusted-out the car makes a loud clanking noise and I believe it is dangerous to drive my question is can a rusted-out shock, Tower that has foam around it like spray foam or something be replaced or repaired?

Yes, the spring/strut tower can be repaired but evaluate the rest of the frame to be sure it is worth it. If other components are structurally compromised and/or if the fuel and brake lines are rusty, just keep in mind that it is likely that lots of additional repairs will be required. However, if the rust is localized, just in that tower, then it might be worth repairing. First, check to be sure it is not just simply a rusted out strut bearing. That is a modular replaceable component, bolted to the top of the tower, and you can just replace that. If the tower itself is perforated and deteriorated, basically a welder can add metal sheet to the top and sides to reinforce and recreate the structure. A local welder can accomplish that and most big cities have at least one facility where vehicle frame repairs are made.
