it was a RAC response, he plugged in a diagnostic tool but was unable to resolve issue by resetting transmission. No physical tests on hydraulic system. I can provide report of test via email...I don't want to spend more money at this stage, it's an old car, just wanted an expert opinion..

Ok, they really dont have the equipment to do any pressure testing which really needs to be done at this point. Possible issues are a blockage in the valve body, weak line pressure due to internal leak in a valve body passage, failing forward gear direct clutches, failed shift solenoid or pressure regulating solenoid.
Unfortunately it does require a transmission specialist shop to diagnose which of the above is the culprit
With the low mileage and age, I mostly suspect an internal leak due seal or gasket shrinking and drying out over the last 21 years due to not driving enough which means the seals and gaskets inside are not getting properly lubricating to prevent drying out and shrinking
