You're having a problem with the Key Interlock Mechanism When the ignition SW is turned on and the shift lever is at a position other than P position, shift lock control ECU is activated to flow current to the key interlock solenoid. This inhibits to turn the ignition SW from on to OFF position. The solenoid is most likely bad and will have to be replaced. Here's the testing procedure: INSPECT SOLENOID, KEY INTER LOCK a. Disconnect the solenoid connector. b. Connect KLS+ (4) terminal to the batteries' positive (+) terminal, and KLS- (3) terminal to the battery negative (A terminal, and apply about 12V between KLS+ - KLS- terminals. c. Check that operation noise can be heard from the solenoid. If the solenoid does not operate, replace the solenoid. You can also use a scan tool to make sure the module is showing that the vehicle is in park. My goal is to give you the best service possible and to help you. I can turn the key just fine. I am not able to turn it to the LOCK position. The key can be removed while on ACC, therefore draining the battery, plus I'm not able to lock my van.

The lock solenoid keeps it from turning to the LOCK position. If you can remove the key in ACC then the lock cylinder is also bad.
