All of these electrical faults can be quickly resolved if you request an electrical diagnostic. With regard to the taillights, if the fuse has blown again there is likely a short circuit or very high resistance in the circuit. Whichever it is, a mechanic would perform a circuit trace and pinpoint the cause. If manipulating the turn signal bulb restores function, the bulb holder either has to be cleaned of corrision or replaced, although it also possible that the wire connection to the bulb holder needs to be repaired. Dash lighting is typically backlighting and thus the instrument panel is removed to replace the bulbs. If the instrument panel is removed, obviously replace all the bulbs (they are cheap) because if one bulb is blown, the others are not far behind in terms of service life and you want to avoid removing the panel yet again.
