The common cause for the code P1121 to set on your 1997 Ranger is usually due to an inconsistent signal from the TP sensor to the PCM (computer) usually due to a failing TP sensor and or the connection to it. There is some testing you can do to determine if in fact the TO is the cause of the flaring Idle speed. I have enclosed the test steps for you in the link below. Let's run these test steps and see if this will help you get this resolved.
