Hi Shameka, it's nice to meet you. This indicates a problem with the throttle body in the car. It's in failsafe mode so you can't go any faster. This is to prevent any possible accidents from accelerator being locked on. Sometimes restarting the car will reset it if it's just a glitch, otherwise most of the time the throttle has to be replaced to resolve it.

I had this issue last year. Do you think it would need to be replaced again that soon

I think it's possible, or it's possible the accelerator pedal position sensor is the problem. That will also put the car into failsafe on you.
