So the first thing I would do is see if you are getting 12v and ground to the fuel pump. I am assuming you don't. Then you can test the wiring from the PCM and PDC. The best way to do this is to use a scan tool and in the PCM you can actuate the fuel pump relay to tests these things. Also there will likely be a dtc in the PCM for the fuel pump. The fuel pump relay I believe is integrated to the PDC and cannot be replace. The whole PDC has to be replaced. They do fail occasionally. If you want to test this let me know I can get you a wiring diagram.

In some cases we may need to respond to each other quite a bit before I can come up with a possible solution for you. I think I know why it won't start after replacing the fuel pumps mainly the driver side as this is the actual electric pump responsible for pumping the fuel to the engine.
The replacement fuel pump should have came with a wiring pigtail. Was this wiring pigtail replaced when the fuel pump was replaced? If not the wiring pigtail MUST be installed per the instructions that should have been included with the fuel pump. There has been a pinout change on the replacement fuel pumps. If the wiring pigtail that came with the fuel pump is not properly installed the pump will NOT run therefore engine will NOT start. If the pigtail has been installed, verify that it was properly wired when installed. If it was installed with the wires in the same cavities it will not start. The pin swaps MUST be done according to the instruction sheet in order for the fuel pump to oerate properly...

Did you replace the pumps yourself? if so, the driver side pump should have came with a wiring pigtail. Was this pigtail wired in when the pump was replaced??

No, two of the wires must be swapped. The instruction sheet shows which wires must be placed in which positions...
No this car does not have a module that controls the fuel pump. The fuel pump is controlled using a relay in which the relay is controlled by the PCM (Powertrain Control Module).
