There is either a lot of air trapped in the rack and pinion, the input shaft is not connected correctly and loosely spinning, the rack is faulty, the pressure and return lines have been reversed on the rack. The symptoms fall more in line with the hoses reversed.

Yeah I think I realized my mistake I bought a used rack and when they pulled the rack out they smashed the crossover lines and so I used one of theirs and one of mine it's one of mine was broken also so all the fluid was drained out out of the rack so I installed a rack to had no fluid in what should I do how do I get fluid into the rack

No, that will not work. You must do so with the [engine](/topics-engine-chevy/) idling and steering back and forth from lock to lock.
