This is a faulty throttle body assembly. You will need to replace that in order to fix the issue. There is a bulletin. It is attached.

If the engine module cannot tell for sure where the throttle position is, it will not allow it to start due to safety issues, so the answer is no. It must be fixed in order to allow it to run.
