You have the wrong cap and distributor. This year had a split production with and without OBD2. You can't use the old style distributor with the newer style [engine](/topics-engine-chevy/). You'll need to use the style with the horizontal type cap or it won't work.
My goal is to give you the best service possible and to help you. If you have any questions or concerns, please don’t hesitate to let me know. If I’m not online at the time, I will respond ASAP when I get back.

It should screw onto this plate. There's two mounting holes.

This is the new “rotor”. I could be mistaken as this is my first time changing a cap and rotor

Yes that is for the old style. The new rotor should be flat and look exactly like your old rotor.

the 95 won’t accept the vertical cap. Horizontal only?

On yours, no. 95 was a split year. Some had the vertical cap and some had the horizontal cap.

The old cap doesn’t seem to want to line up.

Is this the correct position?

It will only go on one way. The tab on the bottom of it has to go into the slot on the metal part.
