The easiest way to do this is to use a Carfax report or confirm vehicle registration if the vehicle is in an area that requires emission testing. Carfax will report mileage in their service records. Local registration also records reported mileage any time the vehicle is tested for emissions or safety (depending on where you live) or when the title changes hands. It’s a simple review of the vehicle’s history to confirm. For someone to tamper with the odometer is different for different vehicles. This could be done on older vehicles by changing the instrument cluster. Newer vehicles keep the mileage in the ECM or BCM and when one is replaced and reprogrammed the mileage must be written into the new module. Manufactures are very careful with this as odometer tampering is a crime and most techs wouldn’t risk it.For this vehicle the odometer is in the cluster. It could be replaced or reprogrammed to modify the mileage. I would ask for vehicle service records which should include the mileage at time of service. If they cannot provide this, and you’re concerned about the odometer being manipulated then I would not purchase the car. There would be little physical evidence to verify this had been manipulated.
