the reservoir was empty for a reason, and if it's still whining after refilling the reservoir, did you bleed the air from the system? if you did, then the pump is hot and needs to be replaced. I have attached the procedures

It whines going to about 3k rpm, roughly 30-40MPH and then it stops Mechanic's Assistant: When was the fluid last checked? Have you heard any whining noises while turning the wheel?
