What is the Horn all about?

Hey so we had a bit of snow last week and I’m pretty sure my battery is dead. I tried jumping it with a kit, but nothing turns on at all, not even power locks work, do I need to replace the battery? It’s also a push start so I imagine the button isn’t doing anything to try to turn the engine?
