What is the Steering Rack/Gearbox all about?

He was extremely late and it was dark by the time he started. I was exhaustef by the time he finished ant 930pm. I think he is a good guy but if he couldn't make it by 7 pm appt he should have just rescheduled. He noted that my tire was low and didn't put any air in it and said that he was given the wrong filter therefore i should call about that so my services were not complete. I would like a call about when all my services will be complete.
