Q: Motor won't rev past 3,000rpm

1995 Mercedes Benz C280 with only 28,000 miles. The motor runs good but it won't go over 3,000rpms. This happens in every gear, including park and neutral. When it reaches 3,000 rpms it bounces like it would if it was redlining. No check engine light so I can't read any code!
